Councillor Edward Lavery declared a Personal Interest in Agenda Item 19 of the Cabinet Agenda – Building Contract for the Ruislip High School 6^th Form Extension as he was a Governor of Ruislip High School. He remained in the room and took part in discussions on the item. 

Agreed as a correct record.

To confirm that the items of business marked Part I will be considered in Public and that the items marked Part II will be considered in private.  

It was agreed that all items of business were considered in public.

To hear the Call-In of any decisions made at the Cabinet meeting prior to this meeting or made by Cabinet Members, other Council Committees or a delegated officer and published within five working days of this meeting.

Members should bring their Cabinet agenda to the meeting.

Members should consider any other decisions published in the five working days before this meeting.

The purpose of this meeting is to decide whether to refer back any decision to the decision maker.

Members gave consideration to the Cabinet reports of 17 March 2011 and after careful consideration Members decided not to call-in any decision made by the Cabinet at their meeting.

However, Members asked for further information on two Cabinet Agenda Items: 

 Cabinet Agenda Item 7 - Hillingdon Residents' Survey 2010/11 

Members requested information on the sample of residents used in the survey and asked how is the sample chosen in terms of number and composition.

[Subsequent to the meeting, officers provided the following response:

“The size of the email sample (16,000) was chosen to ensure that the Council received a representative sample.  It was chosen at random to reflect the borough's population.  It was then random again in that we did not know who would respond.  This is standard for postal and online surveys as you can't control who responds.]

Cabinet Agenda Item 20 - Connexions Transitional Survey - PART II 

Members asked for further details on what form will the appropriate transitional service take which is referred to on page 417, paragraph 4.

[Subsequent to the meeting, officers provided a confidential written response.

This item was included in Part 2 as it contains information relating to the financial or business affairs of any particular person (including the Authority holding that information) and information relating to any consultations or negotiations, or contemplated consultations or negotiations, in connection with any labour relations matter arising between the authority or a Minister of the Crown and employees of, or office holders under, the authority. The public interest in withholding the information outweighs the public interest in disclosing it (exempt information under paragraphs 3&4 of Part 1 of Schedule 12A to the Local Government (Access to Information) Act 1985 as amended).]

Resolved -    

1.      That the decisions made by Cabinet at their meeting on 17 March 2011 be endorsed and noted and no call-in be made of any decision. 

2.    That officers be asked to provide responses to the issues outlined above.
