The Hearing Sub-Committee considered the allegations made by Councillor David Allam and Councillor Anita MacDonalad that Councillors Michael Markham, Edward Lavery and Allan Kauffman had contravened certain provisions of the Members’ Code of Conduct which they had undertaken in writing to observe.

The Monitoring Officer, Raj Alagh, explained the process involved to Members. He explained that the purpose of the meeting was to consider the investigation report and then decide what the next stage should be.

Claire Lefort, the independent investigator, appointed by the Monitoring Officer, answered Members’ questions on her report and Members unanimously agreed to accept the Monitoring Officer’s finding of no failure (“a finding of acceptance”).

Resolved: That

1.            the Monitoring Officer’s finding of no failure be accepted.

2.            the Monitoring Officer notify the two complainants and the Subject Members accordingly.

3.            the Monitoring Officer arrange for any necessary statutory notices to be published.
