Assessment of Complaint Minutes: The Sub-Committee met to consider a complaint made by Mrs Mina Shah that Councillor Allan Kauffman had contravened one or more provisions of the Members’ Code of Conduct which he had undertaken in writing to observe.
In relation to the complaint the Sub-Committee satisfied themselves that, if proven the allegation against Councillor Kauffman would constitute a breach of the following paragraphs of the Code: · 3(1), which imposes an obligation on a Member that they must treat others with respect, · 5, which imposes an obligation on a Member that they must not conduct themselves in a manner which would reasonably be regarded as bringing their office or authority into disrepute and · 6(a), which states that a Member must not use, or attempt to use, their position improperly to confer on or secure for themselves, or any other person, an advantage or disadvantage.
RESOLVED: That the allegation against Councillor Kauffman be referred to Hillingdon's Monitoring Officer for him to arrange suitable training to be given by the Borough Solicitor and Head of Democratic Services to address the issues raised in the complaint.
