Minutes: In introducing the report, officers advised that all the required documents had been received and were satisfactory.
The applicant stated that in response to the objection that had been received, the family had operated the flower stall in the area for three years and during that time had received good comments from members of the public about how well it was run. The applicant considered that it was unfair of the objector to suggest that the litter and refuse resulting from the flower stall ‘lowered the tone of the High Street’, as they had been instrumental in planting trees outside McDonalds (as well as clearing litter generally in the area) to make the High Street more appealing.
A letter of support from the Vice-Chairman of Ruislip Residents’ Association was circulated to all parties present at the meeting.
The representative of the objector noted that the Flower Stall was near to MacDonald’s on the High Street, which might add to litter on the High Street. It was also noted that although the pitch had been licensed in the past, it had not been renewed on time, and as a result, a new licence had to be applied for. Noted the letter from the Vice-Chairman of the Ruislip Residents’ Association in support of the application and suggested that there may be other individuals who may have taken a different view. Considered on balance, that as no objection had been received from the HighwaysTeam or the Investigations Team and that the applicant was satisfied with officer’s recommendation; raised no objection to the temporary licence being granted.
Following consideration of the application for a Temporary Street Trading Pitch Licence for the Flower Stall outside 144 High Street, Ruislip; the Sub-Committee made the following decision.
Resolved that:
1) The licence holder shall not use or obstruct any area of highway which is outside the licensed area of 3 x 3 metres, for storing waste or any other items;
2) The licence holder shall ensure that the licensed trading and the immediate vicinity of the licensed trading area are kept free from litter and refuse resulting from the flower stall and are maintained in a clean, tidy condition during trading hours;
1) At the end of trading hours, the licence holder shall ensure that all pitch equipment is removed from the highway and that the area is cleared of waste and refuse resulting from the flower stall.
