RESOLVED That: the application be refused subject to the removal of the wording 'at all levels' from refusal reason 1 and the addition of the wording 'by virtue of creating a terracing effect' in refusal reason 3.

Officers introduced the report confirming that a similar application had been refused in 2018 and this was a re-submission. Members were informed that the latest submission failed to address the three reasons for refusal previously given; hence the new application was recommended for refusal.

 

Councillor Tony Eginton spoke on behalf of the petitioners in objection to the application. Members were informed that only eight months had passed since the previous application had been refused and the concerns noted at the time had not been addressed within the latest application. Councillor Eginton expressed concern that, were it approved, this application would set a precedent whereby the road could effectively appear to be an extended terrace. Councillor Eginton commented that such a six-bedroom house on a plot of this size was excessive in terms of size and scale.

 

Councillors agreed with the officer's recommendation but requested that refusal reason one be amended to remove reference to 'at all levels' and refusal reason three be amended to clearly indicate that the proposed development would be out of character with the surrounding area. It was agreed that the phrase 'by virtue of creating a terracing effect' would be incorporated into refusal reason three.

 

The officer's recommendation was moved, seconded and, when put to a vote, unanimously agreed.

Officers introduced the application and tabled an addendum. The fact that the application did not fall within the Green Belt was highlighted. Members were informed that the reference to S106 contributions within the agenda was an error and did not apply in this case. The application was recommended for approval.

 

Councillors noted that the application site was not within Green Belt land and raised no objections. The officer's recommendation was moved, seconded and, when put to a vote, unanimously agreed.
