Members should bring their Cabinet agenda to the meeting.

The purpose of this meeting is to decide whether to refer back any decision to the decision maker.

Minutes:

Members gave consideration to the Cabinet reports of 27 September 2018 and the decisions made by Cabinet on them earlier that evening.

 

Reviewing the budget monitoring report, Labour Members present noted that Government funding for higher needs and early years had increased between 2017/18 and 2018/19, contrary to the information in the report and that the pressure showing was due to a clawback of funds. Labour Members also stated that the effect of the cut in funding for section 17 accommodation would means more money would be used from the Children’s Services budget.

 

On the report relating to granting two schools a licensed deficit, Committee Members agreed on the need for the Council to closely monitor the schools concerned going forward. Members also discussed the clear responsibility of the Schools Forum in overseeing the Dedicated Schools Budget, whilst noting that the Council had a restricted role in this regard. Labour Members informed the Committee of a recent court ruling that had found that cuts to the Higher Needs budget were unlawful.

 

The Committee decided not to call-in any decisions made by the Cabinet. However, the Committee did request minor clarifications on information within some reports and it was agreed that these would be provided outside the meeting informally.

 

RESOLVED: – That the decisions made by the Cabinet at their meeting on 27 September 2018 be endorsed and that no call-in be made.
