Apologies had been received from Councillors Peter Curling and Wayne Bridges, who were substituted by Councillors Stuart Mathers and Ian Edwards respectively.

Declarations of Interest in Matters coming before this meeting

Minutes:

Councillor Stuart Mathers declared a non-pecuniary interest in relation to Item 7 on the Cabinet agenda (Assistance to Hillingdon's Local Voluntary Organisations 2019/20 as a Trustee of Relate - London North-West and Herts. Councillor Mathers remained in the room during the discussion on, and consideration of, the item.

Consideration of Executive Decisions Taken and Call-In pdf icon PDF 90 KB

To undertake the statutory scrutiny role of executive decision-making by the London Borough of Hillingdon, and in particular to review decisions made by the Cabinet prior to this meeting. Members should consider any other decision taken by a Cabinet Member(s) or key decision taken by an Officer published in the five working days before this meeting.

 

Minutes:

Members gave consideration to the Cabinet reports of the 13 December 2018 and the decisions made by Cabinet on them earlier that evening. It was noted that the decisions on the Cabinet’s budget proposals took immediate effect to ensure they could be published for consultation and considered by the Policy Overview Committees.

 

Reviewing the budget monitoring report, Members sought further clarification regarding the Dedicated Schools Budget, in particular on the overspend associated with children excluded from school which had worsened. Members expressed their wish for school headteachers to work closely together to manage the budget pressures they collectively faced. Additionally, the Labour Group noted the forecasted rephrasing of the School expansion programme.

 

Considering a confidential report towards the end of the meeting, Members sought elaboration on general access to smoking cessation services, which as part of the new contractual arrangements would target high risk groups.

 

RESOLVED: – That the decisions made by the Cabinet at their meeting on 13 December 2018 be endorsed and that no call-in be made.
