RESOLVED:  That all items be considered in public. 

Concerns and suggestions raised at the meeting included the following:

·         The corner of Brookside Road and Dorchester Waye was hazardous when motorists turned into Dorchester Waye from Brookside Close because of a visibility problem on the bend.

·         There were a number of vans who were parked on the corner of the road, even on the white lines which were there to illustrate where the two roads met.

·         Pedestrians when crossing the road crossed from the end of the road and because of the poor visibility had to step into the road to watch for approaching vehicles.

·         The resident at No 15 Brookside had difficulty exiting from outside his home because he could not see vehicles turning in from Brookside Close.

·         Vehicles were parking over residents' dropped kerbs.

Councillors Mohinder Birah and Jagjit Singh attended the meeting and spoke as Ward Councillors. Reference was made to a previous petition request for waiting restrictions which had not been supported by those affected residents. The Ward Councillors requested that consideration be given to the introduction of a 20 mph speed limit at the junction to improve safety.

Councillor Burrows listened to the concerns of the petitioners and responded to the points raised.  He referred to a previous request for waiting restrictions which had not been supported by those residents who would have been affected by the waiting restrictions. Additionally, Ward Councillors did not support waiting restrictions, but advocated speed reduction measures.

Officers reported that the most recent police reported personal injury data at the junction had been checked and there had been no reported incidents in the previous three years. Councillor Burrows informed the petitioner that commissioning another consultation would be futile but officers were asked to look at the "street file" for Brookside Close to look at historical data.

Councillor Burrows reported that further discussion would take place with officers on whether further informal consultation would be possible on the introduction of waiting restrictions on the junction and Ward Councillors would be informed.

RESOLVED:  Meeting with the petitioners, the Cabinet Member:

1.     discussed with petitioners their concerns with parking on the junction of Brookside Road with Dorchester Waye;

2.     noted that a request for 'At Any Time' waiting restrictions on the junction of Brookside Road with Dorchester Waye was previously investigated in 2016;

3.     the Cabinet Member for Planning, Transportation and Recycling to discuss with officers on whether a further informal consultation on possible waiting restrictions on the junction of Brookside Road with Dorchester Waye, Hayes would produce any new evidence to support such restrictions, taking into account Ward Councillors comments and previous submissions from the area; and

4. following comments made by Ward Councillors, officers were instructed to undertake a traffic and speed survey in Brookside Road and report back the outcome to the Cabinet Member for Planning, Transportation and Recycling for further discussion and a decision.

Concerns and suggestions raised at the meeting included the following:

·         Inconsiderate motorists parking their vehicles outside the flats on Langworth Drive which was stopping mainly elderly residents and visitors from parking outside their properties.

·         Cars were speeding on the road which was causing a safety concern for residents, many of which were elderly.

·         Emergency vehicles had problems accessing the road because of the increased parking.

·         There was a Community Hall on the road and coaches and mini buses had difficulty parking.

·         Vehicles were often parked for days because of people who parked their  vehicles taking a bus to the Airport.

·         People visiting the nearby local shops or amenities parked their vehicles on the road. 

Councillor Burrows listened to the concerns of the petitioners and responded to the points raised.  He discussed possible options with the petitioner, particularly the problem caused by airport parking, and the use of signage and a Residents' Permit Parking Scheme, to deter long stay parking by non residents.

The petitioners were informed that an informal consultation would have to take place and details were discussed regarding options for a Residents' Permit Parking Scheme.  

RESOLVED:  Meeting with the petitioners, the Cabinet Member for Planning, Transportation and Recycling:

1.     discussed with petitioners their concerns with parking in Langworth Drive, Hayes.

2.     subject to the outcome of the above, asks officers to add the request to the Council’s extensive parking programme for further informal consultation and report back to the Cabinet Member for Planning, Transportation and Recycling to make a decision on the implementation of a scheme in this area.

Concerns and suggestions raised at the meeting included the following:

·         Large HGVs were increasingly using Dawley Road which was an unclassified road and unsuitable for large movements of HGVs.

·         HGVs should be using the existing lorry route which took in part of Dawley Road (A437) and North Hyde Road.

·         Signage should be introduced and Automatic Number Plate Registration to advise and enforce usage.

·         Air quality on Dawley Road was being affected by the large number of HGV movements.

·         HGVs were parking on the kerbs and this was causing congestion.

·         The HGVs were causing damage to road surface, noise and congestion to a mainly residential road.

·         The report did not present any detail on the number of lorry movements down Dawley Road. 

Councillor John Morse attended the meeting and spoke as a Ward Councillor in support of the petition. Reference was made to the Council's responsibility to manage road traffic movements from HGVs and to protect residents from the air pollution of HGVs. There were schools close by and there should be active measures taken to reduce these vehicle movements. 

Councillor Burrows listened to the concerns of the petitioners and responded to the points raised.  In response to a comment regarding the pedestrianisation of Hayes Town Centre and the impact this had had on traffic movements in the area, Councillor Burrows commented that residents had requested this.

The petitioner was informed that a 24 hour a day, seven days a week traffic count could reveal the true traffic and HGV movements on the road. In addition Councillor Burrows reported that he would advise Air Quality officers of the comments raised regarding the Air Quality in the area. 

RESOLVED:  That the Cabinet Member:

1. met and discussed with petitioners their request for a weight limit and Automatic Number Plate Registration in Dawley Road between A437 North Hyde Road and Station Road;

2. noted that for a week starting 21June 2016, the Council undertook traffic surveys on a 24 hour basis to assess the composition of traffic.  The results showed approximately 135 heavy goods vehicles per day;  

3. further noted that this level of HGV movements in Dawley Road at the time of the survey was found to be less than 2%, which was below the average for similar roads on the Borough's road network;

4. was reminded that he had already instructed officers to undertake further traffic survey work, as mentioned in the body of the report; and

5. subject to the outcome of the above, considers the scope for further study.

Concerns and suggestions raised at the meeting included the following:

·         There had been a number of incidents of inconsiderate driving near to the zebra crossing whereby vehicles had driven close to pedestrians.

·         There had been occasions where vehicles did not stop to allow pedestrians to cross the road.

·         The crossing was used by school children, crossing with a School Crossing Patrol Officer.

·         There had been confrontations with the School Crossing Patrol Officer.

·         The crossing was used by people attending a Church and a Church Hall.

·         The installation of signal controlled crossing would make crossing the road safer.

Councillors Lynne Allen attended the meeting and spoke as a Ward Councillor in support of the petition .Reference was made to the comment in the officer's report regarding the School Travel Plan for Dr Triplett's School and that the crossing was not an issue. It was requested that this be investigated as Councillor Allen was of the opinion that the Head Teacher of the school had expressed concerns regarding the safety of the crossing.

Reference was made to problems associated with traffic movements on Hemming Lane, and motorists ignoring the road signs and the Councillor Burrows asked officers to investigate. 

Councillor Burrows listened to the concerns of the petitioners and responded to the points raised.  He asked that officers find out when the School's Travel Plan had been updated.

Councillor Burrows reported that Transport for London was the body which made decisions on introducing traffic signals but he undertook to submit a letter to Transport for London providing details on the issues raised in relation to safety at the Crossing.

RESOLVED:  That the Cabinet Member:

1.    met and discussed with petitioners their request to convert the Zebra Crossing into a signal controlled crossing in Church Road, north of Church Green, Hayes;

2.    noted that no police recorded accidents were noted in the vicinity of the Zebra Crossing in Church Road during the period 2005-2015;

3.    noted that there was a School Crossing Patrol in post at the Zebra Crossing which was the subject of this petition;

4.    noted that the issue raised had not recently been identified as a concern by Dr Triplett's Church of England Primary School as part of the extensive School Travel dialogue the Council had with them;

5.    further noted that the signalisation of any crossing in the manner suggested would need the support of Transport for London, the body responsible for all traffic signals across Greater London; and

6.    subject to the outcome of the above, considers whether further studies are warranted at present.

7.    Officers requested to review the exit sign on Hemming Lane as requested by the Ward Councillor and report back to the Cabinet Member for Planning, Transportation and Recycling.
