The Cabinet Member explained that as well as being the Cabinet Member for Planning, Transport and Recycling, he was a Ward Councillor for Uxbridge South, the ward within which Cobden Close was located.

Councillors Cooper and Burles attended as Ward Councillors. Councillor Burrows, the third Ward Councillor, was present as the Cabinet Member.

 

Concerns and suggestions from petitioners included the following:

·         The lack of available parking for residents in Cobden Close, owing to commuters, parents dropping children to school and shoppers.

·         The confusion of having both Hillingdon Housing Services bays and Uxbridge South Resident Parking Scheme Bays on the road.

·         That more enforcement action be taken in the road.

 

Councillor Cooper said that she was aware that parking problems had been a long standing issue in Cobden Close. She was concerned that the split between Highways and Housing made enforcement more difficult, and that signage was not clear enough. She felt that more disabled bays were needed in Cobden Close, as there were a large number of disabled residents living in the sheltered housing.

 

Councillor Burles was concerned that enforcement officers needed more training so that they understood how to take the correct action in Cobden Close. He agreed that the close would benefit from having the parking situation comprehensively reviewed, and supported the petitioners aims.

 

RESOLVED:

 

That having met with the petitioners, the Cabinet Member:

 

1.         Considered the concerns raised.

 

2.         Instructed officers to add the request to the Council’s extensive parking programme for further investigation.

 

3.         Instructed officers to liaise with officers in Hillingdon Housing Services to discuss possible options to manage the parking areas and bring a further report containing options for the Cabinet Member to consider.

 

4.         Instructed officers to liaise with the Council's parking enforcement team to investigate what enforcement activity currently takes place on Cobden Close, and report this to the Cabinet Member.

 

5.         Instructed officers to undertake a review of the number, and sufficiency, of disabled bays in the road, and report this back to the Cabinet Member.

Councillor Peter Davis attended as a Ward Councillor.

 

Concerns and suggestions from petitioners included the following:

·         The proposed double yellow lines would have a significant impact on the amount of parking available parking for residents.

·         There was significant parking pressure on the road from shoppers, commuters, and a minibus hire business.

·         That alternative measures such as a limited duration single yellow line, or a residents parking scheme in conjunction with double yellow lines ought to be considered.

 

Councillor Davis said that he thought that parking problems had been displaced onto Providence Road from Colham Avenue. He felt that only one side of the road could be used for parking in order to allow access for waste collection and emergency vehicles, but that parking in the remaining area ought to be restricted to residents.

 

The Cabinet Member moved the recommendations, noting that he would expect to see consideration given to alternatives proposed in any report put to him on the matter.

 

RESOLVED: That having met with the petitioners, the Cabinet Member:

 

1.         Considered the concerns raised regarding the proposed waiting restrictions.

 

2.         Instructed officers to report the outcome of the hearing and the comments received to the formal consultation of proposed waiting restrictions on Providence Road and to include all these views in a separate report for the Cabinet Member's consideration.
