Councillor Philip Corthorne attended the meeting and spoke as Ward Councillor.

 

The lead petitioner attended and circulated images of the street. They raised the following points regarding their petition:

·         Parking by commuters caused problems of access for residents and emergency services.

·         The street was very narrow, which had led to concerns over safety, particularly for children.

·         There was no space for refuse vehicles to turn around, and due to vehicles parked on the bend they were forced to mount the pavement.

·         There had been damage to the footway due to parking. On one occasion a delivery driver had refused to drive down the road due to concerns about mounting the pavement. Even small vehicles were forced to do so.

·         The street could not be swept due to the volume of cars parked.

·         Residents themselves had received parking tickets due to a lack of space on their own street forcing them to other locations.

·         Any solution would require an awareness of residents of flats, as the houses did have space to park two cars.

 

Councillor Corthorne, speaking in support of the petition, raised the following points:

·         That he supported the petitioners and agreed with their concerns.

·         The petition was before the Cabinet Member at Ward Councillors' instigation, as he believed a previous consultation had not fully represented the scale of residents' concerns.

·         The situation on the street was not likely to improve, and further petitions were likely.

·         The simple practicalities of the street layout made restrictions necessary.

 

The Cabinet Member, Councillor Keith Burrows, listened to the concerns raised, noting that the officer's report had been written to address the specific issue raised by the petitioners. He noted that the road was problematic, especially if causing problems for refuse collection, but that a previous consultation had returned responses from only 15 of 36 consulted, with a balanced split in terms of their desired action.

 

Councillor Burrows suggested that the results of any investigation could first be circulated to Ward Councillors in order to check their suitability before presenting them to residents. Petitioners should encourage as many of the properties to respond as possible, as a mandate for action is required. Councillor Corthorne offered to contact residents in person if helpful.

 

RESOLVED: That the Cabinet Member:

 

1.    Met with petitioners to listen to and discuss their concerns regarding Tayfield Close.

 

2.    Noted the results of the informal consultation in response to the petition.

 

3.    Asked officers to add the petitioners’ request to the Council’s Road Safety Programme for further investigation.

 

4.    Asked officers to communicate the results of the investigation to the Ward Councillors for West Ruislip for further discussion.

 

5.    Asked officers to consult refuse and emergency services to check whether the road suitably permits access for vehicles.

Ward Councillors Janet Gardner and Phoday Jarjussey submitted written comments in advance of the meeting in support of the petition.

 

The lead petitioner raised the following points regarding their petition:

·         During weekdays all parking spots on the street are occupied during the day due to the proximity of Hayes town centre and nearby train stations.

·         As parking in Hayes has been reduced, this has displaced cars to residential streets.

·         The proximity of Heathrow is an additional problem, with both holidaymakers and cabin crew parking for several days.

 

Ward Councillor Janet Gardner submitted comments in advance:

"The residents of this area are blighted by people parking up and either going to the station and onto work in London and beyond, staff and parents using the area to park then go onto the local school, and what is most concerning is flight crews from airlines who park up and catch the bus to the airport then go off on their flights. Residential parking would make it so much easier for residents to park near their homes and therefore I fully agree with it".

 

Ward Councillor Phoday Jarjussey submitted comments in advance:

"I would have been delighted to have been able to attend and support the residents by peaking on their behalf but unfortunately I shall not be able to do so because in addition to this meeting, I also have my Branch meeting as well as the Hayes Town Neighbourhood meeting in my diary on the same evening. In the circumstances, I am copying this mail to the Contact Officer Alex Quayle conveying my full support for the residents' petition and for him to put the same before the Cabinet Member at the Hearing".

 

The Cabinet Member, Councillor Keith Burrows, listened to the concerns raised, noting that the officer's report had been written to address the specific issue raised by the petitioners. He noted that a previous consultation had led to a decision not to act, but acknowledged that the problem may have worsened and would continue to do so when the Elizabeth Line opened.

 

Petitioners should encourage residents to respond, as a previous consultation received very little response. The consultation could be geographically limited to just Black Road Close, and responses will be mapped to show where there is a particular problem for residents.

 

RESOLVED: That the Cabinet Member:

 

1.    Met with petitioners to listen to and discuss their request for residents' parking in Black Road Close.

 

2.    Noted the results of the previous informal consultation in response to the petition.

 

3.    Asked officers to add the petitioners’ request to the Council’s Road Safety Programme for further investigation.
