Concerns and suggestions outlined by the petitioner included:

·         Traffic calming measures had previously been partially implemented in Park Avenue. These included speed bumps, present for approximately half the length of the road.

·         The road was mainly residential, with a primary school located close by.

·         Residents, particularly the elderly or young children, were at risk due to the large number of motorists speeding down the road.

·         Parked cars were damaged due to collisions by speeding motorists.

·         Residents were finding it difficult to enter and exit their drive ways.

·         Motorists with loud vehicles were causing disturbances in the early hours of the morning.

 

Councillor Burrows highlighted comments received from Ward Councillor Denys, who was unable to attend the meeting due to other meeting commitments. It was confirmed that Councillor Denys was in support of the recommendation to carry out additional traffic volume and speed surveys to identify the extent of the problem, and requested that officers present options to the whole road for consultation before any final decision.

 

Councillor Burrows listened to the concerns of the petitioners and responded to the points raised. Councillor Burrows explained the need to undertake evidence gathering surveys before any options for resolving the matters raised could be proposed. The timescales for the surveys and potential consultation and implementation were discussed, and the recommendations as outlined in the report were moved.

 

RESOLVED:  Meeting with the petitioners, the Cabinet Member:

 

1.    Considered their concerns regarding vehicle speeds in Park Avenue;

 

2.    Noted the previous work associated with an earlier traffic calming scheme installed in Park Avenue during 2011, relevant details of which were set out in the body of the report;

 

3.    Decided that officers should undertake further classified traffic volume and speed survey(s) at locations(s) to be agreed with petitioners and the relevant ward members; and

 

4.    Asked officers to add the petitioners' request to the Council's Road Safety Programme for further investigation.

Concerns and suggestions outlined by the petitioner included:

 

·         The volume of parked cars on either side of the road was restricting the width of the useable road, so that it was difficult to drive through safely and conveniently.

·         A complaint had been made by the London Fire Service that the road was inaccessible to their vehicles.

·         It was difficult for residents to drive into and out of their driveways.

·         The Council's suggested addition of parking restrictions to the East side could result in the road being used as a 'rat run' by people exiting the High Street.

·         Residents had therefore suggested that the Council implement staggered yellow lines. It was felt that this would open the street to the emergency services and improve traffic flow, without resulting in the road being used a short cut.

 

Councillor Burrows highlighted comments received from Ward Councillor Denys, who was unable to attend the meeting due to other meeting commitments. It was confirmed that Councillor Denys was in support of the recommendation to add the matter to the Council's Road Safety Programme, though had received a request from a resident that the Council consult widely before making any final decision.

1.    Considered their concerns regarding parking issues and their request for staggered yellow lines on North Drive;

 

2.    Noted the previous work associated with an earlier informal parking consultation sent to residents of North Drive, relevant details of which were set out in the body of the report;

 

3.    Asked officers to add the petitioners' request to the Council's Road Safety Programme for further investigation.

Waterside Park, Uxbridge - Petition requesting parking restrictions along Wraysbury Drive, West Drayton pdf icon PDF 114 KB

Councillor Edwards was in attendance, and confirmed that he had no disclosable pecuniary or non pecuniary interest in respect of the item.

 

Concerns and suggestions outlined by the petitioner included:

 

·         The Council has introduced parking restrictions in Tavistock Road. Since their introduction, overflow commuters and local businesses are using Wraysbury Drive as a car park, or abandoning damaged cars along the road.

·         Holiday makers leaving from Heathrow airport are also using the road as a car park.

·         The excessive amount of driveable and undriveable cars, trucks and lorries left on the road are unsightly and is having a negative impact on the property prices of the homes in the area.

·         Wraysbury Drive is narrow in width and cannot accommodate these parked or abandoned cars safely. Residents are struggling to navigate along the road, and trying to drive larger vehicles within the constricted road is causing damage to vehicles or resulting in 'near misses' with oncoming vehicles.

·         Residents can no longer use spare spaces on the adopted highway as additional parking spots, should these be required, and driveways are often blocked.

·         Vehicles are being parked on raised curb crossings, preventing safe and convenient use, particularly for those with wheelchairs or pushchairs.

·         Residents of Wraysbury Drive pay a management company for the upkeep of the development, whereas non-residents are not contributing.

·         A Parking Management Scheme, inclusive of measures such as double yellow lines and parking permits, would help to alleviate these issues.

 

Councillor Edwards spoke, confirming that both he and the other Yiewsley Ward Councillors were supportive of the petition. Councillor Edwards supported the recommendation that the matter be passed to the Council's parking programme for an informal consultation to address the petitioner's concerns. Councillor Edwards recommended that additional thought be given to the extent of the area to be consulted, and also requested that the entrance and exit to the road, which were narrow with poor visibility, be reviewed.

 

Councillor Burrows listened to the concerns of the petitioners and responded to the points raised.  Councillor Burrows confirmed that he was due to meet with transport officers in the near future, and at that meeting would review with officers the extent of any consultation.  In addition, a request would be made to officers to review the entrance and exit to the road. Councillor Burrows moved the recommendations as set out in the report, along with an additional resolution regarding a review of the entrance and exit to the road.

 

RESOLVED:  Meeting with the petitioners, the Cabinet Member:

 

1.    Considered their concerns regarding parking in the Waterside Park Development, West Drayton;

 

2.    Asked officers to add the petitioners' request to the extensive parking programme for an informal consultation;

 

3.      Requested that officers review the entrance and exit to the road, and feed back their findings to the Cabinet Member.
