Six Bells Public House, Ducks Hill Road, Ruislip Minutes: The Application
This was an application initiated by Councillor Philip Corthorne of the London Borough of Hillingdon seeking a review of the Premises Licence of Six Bells, Ducks Hill Road, Ruislip on the grounds of Prevention of Public Nuisance. Punch Taverns Plc was the premises licence holder for Six Bells. It was noted that proceedings began 30 minutes later than scheduled as attendance was affected by public transport difficulties.
The Sub-Committee had considered all the relevant evidence made available to it and in doing so had taken into account the Licensing Act 2003, the Guidance issued by the Secretary of State under section 182 of that Act, the Council’s Statement of Licensing Policy and the Licensing objectives and had come to the following decision:
Both the Applicant for the Review and Premises Licence Holder agreed to install a noise limiter. It remained to be decided whether this device should apply to all music or live music.
The Sub-Committee had taken into account the history of noise complaints at the premises, submissions by both parties and the fact that the only complaint relate to live music. The Sub Committee decided that the Premises Licence shall be modified by the inclusion of the following condition:
‘A noise limiting device shall be installed and used to play all live music at the licensed premises. The limiting device shall be installed subject to approval by the Council’s Environmental Health Officer.’
Resolved – That the Premises Licence be modified to include the following condition:-
A noise limiting device shall be installed and used to play all live music at the licensed premises. The limiting device shall be installed subject to approval by the Council’s Environmental Health Officer. |

Hayes Superstore, 75 Station Road, Hayes Minutes: The Application
This was an application initiated by Trading Standards of the London Borough of Hillingdon seeking a review of the Premises Licence of Hayes Superstore, 75 Station Road, Hayes on the grounds of Prevention of Crime and Disorder and Protection of Children from Harm. Submissions in support of the review application were received from the Metropolitan Police Services. Mr Harcharan Singh and Mr Manmohan Singh are the premises licence holders for Hayes Superstore. Mr Harcharan Singh is the designated premises supervisor (DPS).
The Decision
The Sub-Committee had considered all the relevant evidence made available to it and in doing so had taken into account the Licensing Act 2003, the Guidance issued by the Secretary of State under section 182 of that Act, the Council’s Statement of Licensing Policy and the Licensing objectives had come to the following decision:
In line with paragraph 11.26, the Sub-Committee had decided that the revocation of the premises licence was the only way to deal with the problems that have come to light in this review.
A premises licence was not a right. The issue of a premises licence placed a strong burden on the Premises Licence Holder and the Designated Premises Supervisor to uphold all the licensing objectives. The premises licence Holder had, to date, not demonstrated the requisite knowledge, management or skills necessary to run the premises in a manner which upholds the licensing objectives.
The premises licence was therefore revoked.
Resolved – That the premises licence for Hayes Superstore was revoked.
