The Council’s Licensing Officer presented the report to the Sub-Committee.

 

Stephanie Waterford, Licensing Manager, stated that an application for review of the premises licence for Tamara Lounge, Byron Parade, Uxbridge Road, Hillingdon was made by PC Ian Wares on behalf of the Metropolitan Police Service on 25 July 2012 and related to the following licensing objectives:

 

  • Prevention of Crime and Disorder
  • Prevention of Public Nuisance

 

Representations were received from the following persons:

 

  • PC Ian Wares of the Metropolitan Police Service addressed the Sub-Committee on behalf of the Metropolitan Police Service (the Applicant). 
  • The respondent to the Review, was represented at the hearing by Matt Bosworth of Russell Cooke Solicitors. 
  • Lee Taylor, on behalf of Scottish & Newcastle
  • Adam Stitson, Manager of the Anti Social Behaviour Investigations Team,
  • Chris Troy of the Environmental Protection Unit
  • James Rogers, the Head of the Planning
  • Cllr Wayne Bridges addressed the Sub-Committee on behalf of the Ward Councillors. 
  • Mr JAC Ellis, a resident living adjacent to the Tamara Lounge also addressed the Sub-Committee.

 

The London Borough of Hillingdon, taking into account all relevant evidence and submissions from all the parties decided, on a balance of probabilities to suspend the licence for a period of 8 weeks following the end of the licensing appeal period in order for the directors and new operations manager to implement the conditions listed below. 

 

 

Upon re-opening, the following additional conditions shall apply to the licence:

1.  The premises shall be licensed for licensable activities :

From 11.00h-23.00h on Sundays – Wednesday;

From 11.00h-23.30h on Thursday – Saturdays;

 

The opening hours of the premises shall be:

From 10.00h-00.00h on Sundays-Wednesday;

From 10.00h-00.30h the following day on Thursday-Saturday.

 

2.  With regard to the garden area; food orders to end at 21.00h and the area to be cleared of patrons by 21.30h;

3.  The floodlights in the garden to be switched off at 22.00h;

4.  CCTV cameras to be placed and positioned as per the attached CCTV map provided by Mr Fox of Frontline Protection;

5.  All staff to be trained in Challenge 21;

6.  At least 2 members of staff should hold a personal licence and be present on the premises when any licensable activity is taking place;

7.  There should be an incident book on the premises at all times which should be available at any time for inspection by Metropolitan Police Services.  The book should include details of how each incident was addressed;

8.  There should be a register of all doorstaff on duty; signed by the doorstaff, recording their SIA number, and start and end time of the work shift;

9.  On Thursday to Saturday, there will be a minimum of 6 door supervisors on duty from 20.00h until 30 minutes after closing to monitor the premises car park to encourage clientele to leave quietly. One of the Door Supervisors on duty shall be female;
