Urgent action needed to resolve flooding risk to Brook Drive and surrounding streets

We the undersigned petition Hillingdon Council to implement urgent action to eliminate the significant flood risk faced by residents in Brook Drive and Evelyn Avenue. It is not acceptable for members of the public to live in fear every time it rains. We wish for the Council to demonstrate its promise of ‘Putting Residents First’ by being accountable for the changes, which need to be made to stop residential properties from flooding.

Background
In June 2016, properties across Brook Drive and Evelyn Avenue were affected by flooding and since this time, residents have remained concerned about the lack of accountability shown by the Council to ensure appropriate flood control measures are enacted to prevent this from happening again in the future. This is despite residents previously reporting several other incidences of the roadway being flooded over the past twenty years. This cannot be allowed to happen again.

We call for the following actions to be taken:

1. Regular maintenance of the River Pinn, including regular dredging to remove the silt, which has built up and has continued to reduce the capacity of the tributary river to pass water along the river network.

2. To raise the height differential between the sewer outlet pipe (which currently rests on the surface of the Pinn) and the Pinn river bed, so that it is at least two feet higher, thus enabling surface water to exit into the river.

3. For the council to proactively collaborate with the Environment Agency, Thames Water and any other pertinent agency or government body to:

• Redevelop and widen the sewers beneath the roads so that it is fit for purpose and can hold the capacity of water that flows from the surrounding areas, into the sewer beneath Brook Drive or other connecting sewers, before passing into the Pinn.

• Install bunding around Pinn Fields / along the Pinn embankment to hold back water in the event of a flood. This was previously put forward as an option by the Environment Agency 2003 in response to previous incidences of flooding, however no action was taken.

• Reroute water from surrounding areas to drain into areas other than Brook Drive. Water maps shared with residents at previous meetings show that the drainage systems from all surrounding streets flow into Brook Drive.

We believe that a combination of these solutions must be put in place. One option in isolation will not alleviate the risk of flooding.

We want to see the Council show accountability for their responsibilities to alleviate the flood risk, with identified actions planned for within an acceptable timescale. This must be made transparent to residents.

Even if your property wasn’t flooded in 2016, you will be at risk in the future in the council does not take appropriate action. Please support our efforts to prevent future flooding by adding your signature.

Thank you.

On reaching 20 signatures it will be formally considered by the Council and relevant Cabinet Member. Local ward Councillors will also be made aware of the petition. The Council's Democratic Services Team will keep the lead petitioner updated on progress.
