Leader of the Council 2002 – 2021


Councillor Sir Ray Puddifoot MBE stepped down as Leader of Hillingdon Council on 14 January 2021.




Ray Puddifoot was elected a Councillor in Hillingdon in 1998 and became Leader two years later in 2000. He is the longest serving Hillingdon Council Leader since the borough was created in 1965 and the longest serving Council Leader in London.


As Leader, Ray heads up a Cabinet of seven portfolio holders and has overseen the delivery of both improved services and facilities as well as building financial stability. He is the Borough's older people's champion and promotes the current and historic association that Hillingdon has with its military service residents.


Ray was appointed MBE in 2012 for services to the community and has consistently challenged the government on Heathrow expansion and HS2.

As a part of the 2019 Dissolution Honours, Her Majesty The Queen announced a Knighthood to Ray for services to the London Borough of Hillingdon.


As well as serving as a Councillor, Ray is a Trustee of the Friends of the Battle of Britain Bunker, is an Executive Member of the London Councils with responsibility for Health & Care (including Adult Care Services) and a Member of the London Health Board.


He is a chartered accountant by profession and has lived in Hillingdon all his life.
