Residents' & Environmental Services Policy Overview Committee - Draft Final Report on Shisha Bars, Lounges and Cafes

The Committee will be provided with a draft final report of the review into Shisha Bars, Lounges and Cafes before the meeting.

Minutes:

Members were provided with a draft final report and suggested recommendation on the Committee's review into Shisha Bars, Lounges and Cafes.

 

Discussion took place on the suggested recommendations of the review.

 

In relation to recommendation 2, the Deputy Director, Planning and Transportation suggested that inspections by the Council's Anti-Social Behaviour Investigation Teams should be subject to the capacity within the Team.

 

In relation to recommendation 13, and the monitoring of Shisha premises for alcohol use inside the pipe and for recreational drugs use, it was agreed that shisha mouthpieces be also included.

 

In relation to Licensing, it was suggested that there should be a recommendation in the final report relating to "Challenge 25". This was a scheme whereby Hillingdon added conditions to licensed premises which encouraged anyone who was over 18 years of age but looked under 25 to carry acceptable ID when they wanted to buy alcohol. This could be extended to Shisha smoking.

 

It was also suggested that a recommendation be included in the final report requesting that consideration be given to adding conditions to Premises licences issued by the Authority, which prohibited shisha smoking at outside tables and chairs if on the public highway.

 

Reference was made to a leaflet which the London Borough of Ealing had produced which could be similarly produced by this Council for Shisha premises owners.

 

RESOLVED –

 

1. That the draft final report be noted and the report be amended to reflect the discussion at the meeting.

 

2. That the finalisation of the report be delegated to officers, in consultation with the Chairman of the Committee and the Labour Lead.

Residents' & Environmental Services Policy Overview Committee - Review Topics for First Major Review of 2017/18 pdf icon PDF 69 KB

Minutes:

Discussion took place on possible review topics and update reports which the Committee suggested could be included in the Committee's work programme for the Municipal Year.

 

Areas and ideas which were discussed included:

 

·         Briefing on S106 monies - Members asked for an information report on the allocation of S106 Monies.

·         Waste and Recycling Briefing paper.

·         Cycling - Making cycling safer more fun, promotion of cycling.

·          Mayor's Transport Strategy and the advocating of the increase in transport movements, away from the motor car.

·          An update on CCTV, how many mobiles does the Council have.

·         Air Quality - Looking at the introduction of "no idling" areas, for example outside schools.

·         Information on the Council's alley gating scheme.

RESOLVED –

 

1.That officers be asked to provide information on the areas outlined above to enable the Committee to decide on a review topic for a major review.
