Temporary roofing cover and associated works to the Canteen Building for a period of 24 months

 

Recommendations: Approval

RESOLVED:  That the application be approved.

Minutes:

Officers introduced the application for installation of a temporary roofing cover and associated works to the Canteen Building, for a period of 24 months, as part of the wider Nestle Factory site. It was considered that the proposed development would benefit the listed building until a permanent roof solution was established, and the application was therefore recommended for approval.

 

In response to queries from the Committee, officers confirmed that the use of asbestos and other materials was covered by informative 6, while the original permission on the site mandated that the site is to be used for community use only, and this application was not seeking to change the use of the building. Guttering was confirmed to be external, and the temporary guttering design would revert to a permanent heritage style following the 24-month temporary period.

 

The officer’s recommendation was moved, seconded, and when put to a vote, unanimously agreed.

Variation of condition 1 of planning permission ref: 12579/APP/2012/2366 dated 17/09/2015 to allow the continued use of land to the North and South of New Years Green Lane as an organic composting site  to handle a maximum throughput of up to 75,000 tonnes per annum of organic waste, for an additional  temporary period of one year (Section 73).

Officers introduced the report and addendum, confirming that the applicant sought revisions the approved scheme comprising changes to the vehicular access arrangements to the residents' and public car park, and a reduction of one parking bay to the public car park. The application was recommended for approval, with officers further requesting that the Committee approve the separation of conditions to allow the car park changes to be implemented separately from the work on proposed residential units.

 

The Committee suggested that conditions be further amended to ensure that access to the car park be monitored throughout the life of the development.

 

The officer’s recommendation, together with the change to conditions as set out, was moved, seconded, and when put to a vote, unanimously agreed.
