Review of Premises Licence - Blue Lagoon Additional documents:
Minutes: Introduction by Regulatory Services
Claire Freeman, Regulatory Services Manager at LBH, introduced the report relating to the Review of the Premises Licence for the Blue Lagoon Public House in 3 Wood End Green Road, Hayes, Middlesex, UB8 1PG. The review had been initiated following a S165 Closure Notice issued by Uxbridge Magistrates Court on 9 March 2015. The Closure Order had been obtained by the Metropolitan Police Service pursuant to the Anti-Social Behaviour, Crime and Policing Act 2014. The Order closed the premises for 3 months.
It was confirmed that all interested parties had been notified of the meeting and notices had also been displayed at the premises and published on the Council website.
It was Resolved: That:
The meeting moved to Part II and the members of the public present were asked to leave the room.
The Police's legal representative and the applicant provided evidence to the Sub-Committee.
It was Resolved: That:
The meeting moved back to Part I to hear from the Lead Petitioner, who made the following points:
· The petitioner had worked at the premises since November 2014. · Staff had tried their best to turn the premises around but more time was needed to allow the work to be completed. · The Blue Lagoon provided employment to its staff.
It was Resolved: That:
The meeting moved back to Part II and the members of the public present were asked to leave the room.
The Sub-Committee was provided with a summary of the case presented by the Police and by the applicant.
All those present were asked to leave the meeting to enable the Sub-Committee to reach a decision.

The meeting moved back to Part I for the Chairman to announce the decision reached by the Sub-Committee.
Decision
The Sub-Committee considered all the relevant representations available to it and in doing so, took into account the Licensing Act 2003, the Guidance issued by the Secretary of State under Section 182 of the Act, the Council's Statement of Licensing Policy, the Licensing Objectives and the Public Sector Equality Duty. The Licensing Sub-Committee decided on balance of probability to:
1. REVOKE the existing premises licence that had previously been granted to Mahadev Pubco Ltd for the premises known as Blue Lagoon, Wood End Green Road, Hayes, UB3 2SB.
The Chairman clarified that the decision to revoke the licence and the existing Closure Notice had the effect that the licensee could not re-open the premises.
