Introduction by Licensing Officer

Mr Ian Meens, Licensing Officer at the London Borough of Hillingdon, introduced the report relating to the application for the grant of a Premises Licence.  Representations had been made by the Licensing Authority, Trading Standards and the Metropolitan Police Service.

This item is included in Part II as it contains information relating to an individual or likely to reveal the identity of an individual and Information relating to any action taken or to be taken in connection with the prevention, investigation or prosecution of crime and the public interest in withholding the information outweighs the public interest in disclosing it (exempt information under paragraphs 1, 2 and 7 of Part 1 of Schedule 12A to the Local Government [Access to Information] Act 1985 as amended.

The Decision

RESOLVED:  That the Sub-Committee had considered all the relevant evidence made available to it and in doing so had taken into account the Licensing Act 2003, the Guidance issued by the Secretary of State under Section 182 of the Act, the Council’s Statement of Licensing Policy and Licensing objectives.  The Sub-Committee had carefully considered its decision, taking into account the demands of the legislation.

The Sub-Committee was concerned that the application and responses to queries submitted by the Applicant appeared to lack key information with regard to the scope of the licensing activities.  Consequently the Sub-Committee was not satisfied that the application was capable of upholding the licensing objectives relating to crime and disorder.  The decision of the Sub-Committee was therefore to reject the application.
