Merck Sharpe Dohme (MSD) Site off Breakspear Road, South Harefield - 72870/APP/2019/2598 pdf icon PDF 288 KB

Request for approval of Bringing into Use under condition imposed by Schedule 17 to the High Speed Rail (London – West Midlands) Act 2017 (new private access road to the Merck Sharpe Dohme (MSD) pharmaceutical site).

 

Recommendation: Approval

Decision:

RESOLVED: That the application be approved.

Minutes:

Request for approval of Bringing into Use under condition imposed by Schedule 17 to the High Speed Rail (London – West Midlands) Act 2017 (new private access road to the Merck Sharpe Dohme (MSD) pharmaceutical site).

 

Officers introduced the report and noted that the Sub-Committee were able to propose conditions on certain issues.

 

The Committee was informed that the landscaping associated with the new public right of way would come to the Sub-Committee in the future, and Members were pleased that they would have an opportunity to comment on these issues at a later date.

 

The officer’s recommendation was moved and seconded, and upon being put to a vote, unanimously agreed.

 

RESOLVED: That the application be approved.

Merck Sharpe Dohme (MSD) Site off Breakspear Road, South Harefield - 72870/APP/2019/2597 pdf icon PDF 289 KB

Request for approval of Plans and Specifications under condition imposed by Schedule 17 to the High Speed Rail (London – West Midlands) Act 2017 (permanent above group works comprising a road vehicle park, fences and external lighting, ancillary to the new access road).

 

Recommendation: Approval

RESOLVED: That the application be approved.

Minutes:

Request for approval of Plans and Specifications under condition imposed by Schedule 17 to the High Speed Rail (London – West Midlands) Act 2017 (permanent above ground works comprising a new road vehicle park, fences and external lighting, ancillary to the new access road).

 

Officers introduced the application and noted that the Sub-Committee were only able to consider the alignment of the fencing, and not the type of fencing used. Members were informed that HS2 Ltd had changed the type of fencing proposed following discussions with the Council.

 

The Committee heard that the Council challenged the type of lighting proposal in the footway, and the Council was informed that the lighting was considered an improvement on what is currently in place and would have a limited impact on residents and the Green Belt.

 

Members noted that the change to a more appropriate fencing was good news. The officer’s recommendation was then moved, seconded and unanimously agreed at a vote.
