It is important to note that the previous iteration of this application (refused by Hillingdon but approved on appeal in 2017) was itself based on modelling and assumptions that have since been shown to be flawed or incomplete.
The Planning Inspector did not have the benefit of actual baseline noise, vibration or ultrafine particle (UFP) data for Longford, nor did the assessment consider the full scale of aircraft ground operations or departures on 09L.
The 2017 approval therefore cannot be used as a reliable precedent because it relied on the same modelling weaknesses, omissions and methodological defects that persist today — including the inappropriate 3 dB significance threshold, the use of averaged LAeq metrics that mask event-driven noise, and the lack of comprehensive UFP and vibration evidence.
The mitigation and compensation now proposed are equally inadequate, as they are tied to these flawed models rather than to actual measured impacts. This means that many affected households will fall outside compensation areas, despite being exposed to significant increases in noise, vibration and pollution.
Mitigation that is based on inaccurate evidence cannot be considered effective or proportionate, and therefore cannot be relied upon to make the impacts of this proposal acceptable.

Given the incomplete evidence base, flawed noise and air-quality assessments, inadequate consultation, and the failure to address substantive material objections, we request that the Council refuse this application.
The proposal would materially worsen the environmental conditions, health outcomes, and quality of life in Longford Village, already one of the communities most affected by Heathrow’s operations.
On reaching 20 signatures it may be considered in conjunction with the relevant live planning application at an upcoming Committee meeting. The Council's Democratic Services Team will be in touch with the lead petitioner to advise and take this petition forward accordingly.
