Don’t permit the change of use planning application 78580/APP/2024/401 , 20 Warren Road, Ickenham and South Harefield ward

We the undersigned petition Hillingdon Council to deny planning approval for the change of use from a 4 bedroom residential house to a 9 bedroom HMO.

This application does not comply with Local Plan Part 2 Development Management Policy DMH5 on HMOs as there would be “adverse impact on the amenity of the neighbouring properties or the character of the area”.
There are no HMOs in Warren Road at the present time. All houses are family homes.
The Design and Access statement for the proposal shows that the 9 bedrooms include 5 that meet acceptable size for double accommodation and 4 singles but does not state how many people would be accommodated. It says that, among other groups, the HMO could appeal to Brunel University students. This could lead to significant noise nuisance for neighbours as residents of the HMO would also have access to the garden.
It is proposed that 10 car parking spaces will be provided in the front garden making a significant change to the street scene and character of the road as all the other gardens have parking for two or three vehicles along with paths, flower beds and lawns.
There will be increased risks to the safety of local school children as up to 10 vehicles could be accessing and exiting the property which is situated on the same side of the street as Vyners School. The vehicles would also add to parking and traffic flow issues as Warren Road is already very congested in the early morning with traffic queueing to join the A40 and parents dropping children off at Vyners School and again in the afternoon when children are collected from school.

On reaching 20 signatures it may be considered in conjunction with the relevant live planning application at an upcoming Committee meeting. The Council's Democratic Services Team will be in touch with the lead petitioner to advise and take this petition forward accordingly.
