Petition Requesting the Closure/ Removal of Public Access to a Privately Owned Footpath (H6)

We the undersigned petition Hillingdon Council to We, the undersigned residents and neighbouring property owners, respectfully request that the local authority review and approve the closure or restriction of public access to the footpath located adjacent to our properties. This request is made on the basis of ongoing criminal activity, public safety risks, environmental hazards, and the fact that the land is privately owned according to the title register. We ask the council to consider this request under relevant legislation, including: • Section 118 and Section 119 of the Highways Act 1980 (extinguishment or diversion of public rights of way) • Section 130B of the Highways Act 1980 (protection of public rights of way and prevention of nuisance) • Section 17 of the Crime and Disorder Act 1998, which requires local authorities to consider crime prevention when exercising their functions • Sections 129A–129G of the Highways Act 1980, which allow for Public Space Protection Orders (PSPOs) or other measures where antisocial beh

Grounds for the Request:
1. Persistent Antisocial Behaviour
The alley has become a regular gathering location for individuals involved in antisocial behaviour, causing distress and disruption to residents. This significantly affects the quality of life and safety of the surrounding community.
2. Drug-Related Activity
The area is frequently used for drug consumption and suspected drug dealing. Mopeds and motorcycles regularly enter the alley, creating noise nuisance and disturbance, including excessive horn use.
3. Crime and Burglaries
There have been multiple burglaries of nearby properties in recent years. The alley provides a concealed escape route into poorly lit and open areas, facilitating criminal activity. Numerous incidents have been reported to the police.
4. Dangerous Use by Cyclists and Scooters
Despite restrictions on vehicle access, the alley is frequently used by cyclists and electric scooters travelling at high speeds. This creates a serious safety hazard for pedestrians, including children and elderly residents.
5. Burden on Public Resources
Due to repeated incidents of crime and antisocial behaviour, police patrols are required frequently. This places an unnecessary burden on public resources.
6. Fly-Tipping and Environmental Nuisance
The alley is regularly used for illegal dumping of rubbish. Residents are often forced to remove waste themselves due to a lack of enforcement or maintenance.
7. Lack of Maintenance
The footpath is poorly maintained. Overgrown bushes and shrubbery obstruct the path and contribute to an unsafe environment.
8. Lack of Lighting
The alley has no lighting infrastructure. Its length and darkness at night create significant risks for personal safety and increase opportunities for criminal activity.
9. Drainage and Slip Hazards
The path lacks an adequate drainage system. Rainwater accumulates on the surface, making the path extremely slippery and increasing the risk of accidents and injuries.
10. Structural Safety Concerns
Poor drainage and repeated flooding have caused subsidence affecting boundary walls and fencing along the alley. These structures may become unstable and pose a risk of collapse.
11. Impact on Residents' Wellbeing
The continued use of this alley under current conditions has created fear, stress, and insecurity among residents. Families feel unable to safely allow children outside due to safety concerns.
12. Private Ownership of the Land
The footpath is privately owned and forms part of the adjacent property, as confirmed by the title register. Local residents and neighbouring property owners support the request to remove or restrict public access.

Request to the Council
In light of the above issues, we respectfully request that the council:
• Investigate the status of the footpath and any existing public right of way.
• Consider extinguishing or restricting public access under the Highways Act 1980 if such rights exist.
• Consider appropriate legal measures to address crime and antisocial behaviour affecting this location.
We believe that closing or restricting access to this footpath would significantly reduce criminal activity, improve safety, and protect the wellbeing of residents in the surrounding area.

We therefore ask the council to formally review this matter and take appropriate action.


On reaching 20 signatures it will be formally considered by the Council and relevant Cabinet Member. Local ward Councillors will also be made aware of the petition. The Council's Democratic Services Team will keep the lead petitioner updated on progress.
