Declarations of Interest in Matters coming before this meeting

Minutes:

Councillor Wayne Bridges declared a non-pecuniary interest in Cabinet Agenda Item 12 – Primary School Capital Programme because he was a School Governor at Hillingdon Primary School. He remained in the room and took part in the discussions.

 

Councillor John Major declared a non-pecuniary interest in Cabinet Agenda Item 12 – Primary School Capital Programme Update because he was a School Governor at Belmore Primary School. He remained in the room and took part in the discussions.

 

Councillor John Riley declared a non-pecuniary interest in Cabinet Agenda Item 12 – Primary School Capital Programme Update because he was a School Governor at Field End Infants School. He remained in the room and took part in the discussions.

 

Tony Little declared a non-pecuniary interest in Cabinet Agenda Item 12 – Primary School Capital Programme Update because he was a School Governor at Pinkwell Primary School. He remained in the room and took part in the discussions.

Consideration of Any Call-Ins of Decisions Made at the Cabinet Meeting on 26 July 2012 pdf icon PDF 71 KB

To hear the Call-In of any decision made at the Cabinet meeting prior to this meeting or made by Cabinet Members, other Council Committees or a delegated officer and published within five working days of this meeting.

 

Members should bring their Cabinet agenda to the meeting.

 

Members should consider any other decision published in the five working days before this meeting.

 

The purpose of this meeting is to decide whether to refer back any decision to the decision maker.   

Minutes:

Members gave consideration to the Cabinet reports of 26 July 2012 and after careful consideration Members decided not to call-in any decision. The Committee endorsed all decisions made by the Cabinet at their meeting.

 

However, the Committee asked the following questions on the following Cabinet reports:

 

Cabinet Agenda Item 12 - Primary School Capital Programme Update

 

1. Reference was made to design problems which had been identified at Brookside Primary School and the Committee asked what was being done to rectify these problems and whether similar design faults had occurred at other schools in the Schools Capital Programme.

 

2. What discussions/progress has been made on the possible expansion of Roman Catholic Primary Schools within the Borough?

 

[Subsequent to the meeting officers provided the following response:

 

“1. There was no design issue raised in the report.  However, a query has been raised about the windows in Brookside school, which close automatically, but recently failed to close fast enough when there was heavy rainfall. The windows are linked to the Building Management System (BMS) which is an electronic system that controls various elements of the building.  The problem with the windows has been reported and the team are in the process of making changes to the software in the BMS so that this can be rectified.

 

2. There was work done to look at expanding St Catherine’s School and St Swithuns Wells Primary School.  St Catherine’s School is possible to expand, but would involve decanting the entire school while the building works are being done.  This is neither practical nor cost effective.  The costs of expanding the school are higher than the expansion costs of other schools within the same pupil based planning area.  St Swithuns Wells Primary School is also capable of expansion, but the costs of doing so are more than double the costs of expanding other schools in the same pupil based planning area.”]

 

Cabinet Agenda Item 15 - Supported Housing Programme and HRA Phase 2 Consultant Contract and Associated Decisions

 

Officers were asked to provide information on confidential details of the contract.

 

RESOLVED –

 

1.      That the decisions made by Cabinet at their meeting on 26 July 2012 be endorsed and noted and no call-in be made of any decision.

2. That officers be asked to supply the Committee with the information as requested.
