Consideration of Any Call-Ins of Decisions Made at the Cabinet Meeting on 14 April 2011 pdf icon PDF 71 KB

To hear the Call-In of any decisions made at the Cabinet meeting prior to this meeting or made by Cabinet Members, other Council Committees or a delegated officer and published within five working days of this meeting.

 

Members should bring their Cabinet agenda to the meeting.

 

Members should consider any other decisions published in the five working days before this meeting.

 

The purpose of this meeting is to decide whether to refer back any decision to the decision maker.

Minutes:

Members gave consideration to the Cabinet reports of 14 April 2011 and after careful consideration Members decided not to call-in any decision made by the Cabinet at their meeting.

 

However, in relation to Cabinet Agenda Item 17 – Former Hayes Library, Golden Crescent, Hayes, Councillors Mo Khursheed and Anita MacDonald asked that it be recorded that they had voted to have this item called in.

 

Members asked officers for further information on the following two Cabinet Agenda Items:

 

 Cabinet Agenda Item 10  - Bidding for the Homes and Communities Agency Affordable Housing Programme 2011-15

 

(1) Could officers confirm that the joining of the Affordable Housing Programme Framework will not make it compulsory for residents to move out of residential care?

 

(2) On page 127 of the Cabinet report, the second bullet point, reference is made to "consideration would need to be given to non-financial matters such as availability of resources to deliver such programmes". Could officers provide clarification on this statement?     

 

[Subsequent to the meeting, officers provided the following responses.

 

“In relation to (1), a successful application to join the Homes and Communities Agency’s affordable housing programme will provide additional resources for the council to develop supported housing. It will not in any sense make it compulsory for people to move out of residential care. It will however provide older and vulnerable people with a greater range of housing choices which will help to maintain their independence.

 

In relation to (2, the statement has been clarified and means that capacity within the Corporate Landlord will be required in terms of staffing resources to project manage the works. The Corporate Landlord has considered the implications of a successful application and supports the recommendations in the report.”] 

 

Cabinet Agenda Item 11 - Council Budget - Month 11 2010/11 Revenue and Capital Monitoring

 

In relation to the new Recommendation 7 of the report and the introduction of a new 'Education Initiative Fund', will there be a process for applications to this fund, and if so, what is that process?

 

[Subsequent to the meeting, officers provided the following response:

 

“The Council will be writing to all Head Teachers with the details of the new fund. The details of how the fund will operate including the application process will be finalised over the next few weeks and when finalised, the process will then be communicated to schools.”]

 

RESOLVED –

 

  1. That the decisions made by Cabinet at their meeting on 14 April 2011 be endorsed and noted and no call-in be made of any decision.

 

2.   That officers be asked to provide responses to the issues outlined above.
