Application for a review of a betting premises license

The Council’s Licensing Officer presented the report to the Sub-Committee.

 

THE DECISION

 

The Licensing Sub-Committee has considered all the relevant representations made available to it, taken into account the Gambling Act 2005, the Council’s Statement of Licensing Policy, the Gambling Commission Guidance and considered the Licensing Objectives. The Licensing Sub-Committee has come to the following decision:

 

The following conditions are hereby added to the Premises Licence

 

  1. There will be no planned single manning of the of these premises after 13:00, with contingency plans in place in case of a staffing emergency;

 

  1. If individuals have been served with banning notices by William Hill, High Street, Uxbridge, a copy of that notice and a copy of the banned persons photograph will be provided to the Pavilions security staff and all William Hill branches within the London Borough of Hillingdon;

 

  1. Staff shall be instructed and encouraged to call upon the assistance of the ‘in-house’ Pavilions security staff whenever necessary and such calls shall be recorded on site together with the date, reasons and results;

 

  1. All staff should be trained to identify problems and thus be aware when to call in security as above;

 

  1. The premises will operate a Think 21 policy;

 

  1. A  copy of the incident log to be kept on the premises at all times for inspection; and

 

  1. Secure access to customer toilets to be controlled by trained staff at all times.

 

This item is included in Part II as it contains information relating to an individual, the financial or business affairs of any particular person (including the Authority holding that information) and information relating to any action taken or to be taken in connection with the prevention, investigation or prosecution of crime. The public interest in withholding the information outweighs the public interest in disclosing it (exempt information under paragraphs 1, 2 and 5 of Part 1 of Schedule 12A of the Local Government (Access to Information) Act 1985 as amended).

Application for a review of a betting premises license

The Council’s Licensing Officer presented the report to the Sub-Committee.

 

THE DECISION

 

The Licensing Sub-Committee has considered all the relevant representations made available to it, taken into account the Gambling Act 2005, the Council’s Statement of Licensing Policy, the Gambling Commission Guidance and considered the Licensing Objectives. The Licensing Sub-Committee has come to the following decision:

 

The following conditions are hereby added to the Premises Licence

 

  1. CCTV shall be installed (including a CCTV camera installed to cover the entrance of the premises) and maintained in good working order under contract with a reputable specialist CCTV company with properly maintained log arrangements. Recordings shall be kept for 31 days and shall be made available to the police and Licensing Authority on request.

 

  1. The premises will operate a Think 21 policy.

 

  1. Secure access to customer toilets to be controlled by trained staff at all times.

 

  1. A  copy of the incident log to be kept on the premises at all time for inspection, and If individuals have been served with banning notices  by Coral, Belmont Road, Uxbridge, a copy of that notice and a copy of the banned persons photograph will be provided to Corals Racing branches within the London Borough of Hillingdon.

 

  1. The premises will undergo independent mystery shopper inspections by a company or organisation approved by the Licensing Authority for a period of 12 months from 19 June 2013. A record shall be kept and maintained of the monthly mystery shopper inspections and such records shall be provided on requested to an authorised officer of the Licensing Authority or Gambling Commission. The record of each monthly mystery shopper inspection is to be kept for a minimum period of 18 months.

 

  1. There shall be at all times from midday to 15.00 on weekdays during college and school term times at least one SIA registered security staff and one member of staff rostered at the premises, and there shall be from 15.00 to the premises close during school and college term time, and from 18.00 on all other days, at least two members of staff rostered at the premises.
