The Council’s Licensing Officer, Ian Meens, introduced the report outlining the application made by Mr Julian Pharoah for a Temporary Event Notice for the period covering between, 18.00pm on 16 August 2013 and 12:00pm on 18August 2013, at the Sea Cadets Hut, Watersplash Lane, Hayes, UB3 4QS.

 

An objection to the Temporary Event Notice had been made by the Metropolitan Police Service for the Sub-Committee to consider.

 

PC Ian Wares and Inspector David George of the Metropolitan Police Service were present to explain the objections that the Police had made in response to the Temporary Event Notice which was detailed further in Appendices 2, 2a and 3 of the officers’ report.

 

The applicant, Mr Julian Pharoah and Ms Joanna Terry were also in attendance and both spoke in support of the Temporary Event Notice that they had applied for.

 

The Sub-Committee had considered all the relevant evidence and representations made available to it and in doing so had taken into account the provisions of the Licensing Act 2003, the Guidance issued by the Secretary of State pursuant to the Act, the Council’s Statement of Licensing Policy and the Licensing objectives.

 

The Sub-Committee had unanimously decided to refuse the application for the following reason:

The Sub-Committee has decided to refuse permission for the Temporary Event Notice with due regard to the Crime and Disorder licensing objective.
