Minutes: The Licensing officer introduced the report relating to an application to vary the Premises Licence for The Club House, Middlesex Stadium, Breakspear Road, Ruislip.
It was outlined that representation had been received from the Council's Environment Protection Unit; a Responsible Authority, in relation to the Noise Nuisance licensing objective. Letters of representation had also been received from a Ward Councillor, as well as 9 letters of representation from local residents under three of the four licensing objectives specifically, the Prevention of Crime and Disorder, Public Safety and Prevention of Public Nuisance.
A discussion was held between all parties and the Sub-Committee during which, the required amendments to the premises licence were clarified. In summary, the original variation to the premises licence requested in the submitted application were as follows:
*Non-standard timings: Recorded music was proposed to be extended until 4am on Diwali, Christmas Eve and New Years Eve. **Non-standard timings: Live music was proposed to be extended until 2am on Diwali, Christmas Eve and New Years Eve. ***Non-standard timings: Sale/supply of alcohol was proposed to be extended until 4am on Diwali, Christmas Eve and New Years Eve. ****The provision of late night refreshments inside the premises only after 23.00. Non-standard timings: Late night refreshments were proposed to be extended until 2am on Diwali, Christmas Eve and New Years Eve.
To extend the hours of the premises open to the public:
Sunday to Thursday from 10.00 to 01.00 Friday and Saturday from 10.00 to 03.00
Non-standard timings: Opening hours to the public was proposed to be extended until 3am on Diwali, Christmas Eve and New Years Eve.
To include a new entrance lobby area as indicated on the plan at Appendix 8.
To include adult entertainment for stag and hen parties, the relevant entertainment would be less than once per month. However, during discussion, the applicant announced that they wished to adjust the original variation submitted in their application. Mr Sareen confirmed that the only variation of licensable activities and hours being sort would be to Fridays and Saturdays, Christmas Eve, New Years Eve and Diwali. The provision of music and entertainment until 2am, the sale of alcohol until 1.30am, refreshments until 2.30am with the Premises closing by 3am.
DECISION The Sub-Committee considered all the relevant representations available to it and in doing so, took into account the Licensing Act 2003, the Guidance issued by the Secretary of State under Section 182 of the Act, the Council's Statement of Licensing Policy, the Licensing Objectives and the Public Sector Equality Duty.
