Application for a Review of a Premises Licence - Bar 101, 101-103 High Street, Ruislip, HA4 8JN Minutes: The hearing began 15 minutes late in order to afford the Responsible Authorities an opportunity for final discussions with the Premises Licence Holder. The Chairman of the Committee advised that due to the complexity of discussing the Part I and Part II aspects separately, he proposed hearing the application entirely in Part II. The panel agreed to hold the meeting in Part II by virtue of paragraph(s) 1, 2, 7 of Part 1 of Schedule 12A of the Local Government (Access to Information) Act 1985 as amended.
The Decision
RESOLVED: That: The Sub-Committee has considered all the relevant evidence made available to it and in doing so has taken into account the Licensing Act 2003, the Guidance issued by the Secretary of State under Section 182 of the Act, the Council’s Statement of Licensing Policy and Licensing objectives. The decision of the Sub-Committee is to modify the conditions of the premises licence as follows:
1. The sale of alcohol is licensed between 12h00 and midnight on Sundays; between 10h00 and midnight Monday-Thursday; between 10h00 and 01h00 the following day on Fridays and Saturday. 2. The provision of late night refreshment is licensed Sunday-Thursday between 23h00 and midnight ; on Fridays and Saturdays between 23h00 and 01h00 the following day. 3. The premises shall close everyday 30 minutes after licensable activity ends. 4. The provision of regulated entertainment is removed as a licensable activity. 5. Special events shall be licensed only for New Years Eve until the end of business on New Years day. 6. Conditions 1,3,4,10,11,13 suggested by the Metropolitan Police as reflected on page 27 of the Agenda pack are accepted as conditions of the licence. These conditions are: a. A television monitor shall be installed at the entrance to the premises showing the faces of customers as they enter the premises. The screen shall be so positioned as to render it evident to customers entering the premises that their image is being captured on CCTV. b. All door supervisors employed at the entrance/exit of the licensed premises will wear high visibility clothing. c. As soon as possible, and in any event within 1 month from the grant of this licence, the premises shall join the local Pubwatch or other local crime reduction scheme approved by the police, and local radio scheme if available. d. Queuing outside the premises shall be restricted to a designated area agreed with the Metropolitan Police Services. The designated queuing area shall be enclosed within appropriate barriers to ensure that the footway is kept clear. e. Any queue to enter the premises that forms outside the premises shall be kept orderly and supervised by licensed door supervisors to ensure that there is no public nuisance or obstruction to the public highway. f. The premises shall display prominent signage advising patrons of the times during which licensable activity may take place. 7.
