The
Committee meets quarterly and arranges for the proper discharge of
the Council’s functions under the Licensing Act 2003,
Gambling Act 2005, Sex Establishment Venue
Licences under the Local Government (Miscellaneous Provisions) Act
1982, Street Trading determination functions under the London Local
Authorities Act 1990 and the Scrap Metal Dealers Act 2013, which
are statutory in nature.
The
Committee does not make decisions on individual licensing
applications, as these are delegated to the Licensing
Sub-Committee (usually if there are objections) or Council
Officers (if no-objections).
However, the Committee has an important role monitoring
regulatory activity and wider socio-economic policies and how these
impact upon licensing and gambling within Hillingdon, advising on
relevant safeguards to protect residents and, in particular,
children from harm.
