Minutes:

Concerns and suggestions from petitioners included the following:

 

·         Residents had difficulty in getting out of their driveways.

·         Emergency Services and carers have difficulty in parking in the road due to commuter parking.

·         Refuse vehicles reverse into the road to enable them to drive out in forward gear.

·         Some of the cars parking in the road and left overnight or sometimes longer.

·         There had been difficulties in access for emergency vehicles in the past but the problem had now increased.

·         Willow Grove was close to two popular underground stations

 

No Ward Councillors attended the meeting.

 

The Cabinet Member, Cllr Keith Burrows, listened to the concerns and responded to the points raised.

 

Councillor Burrows asked officers to explain the process for parking stress survey that would be carried out as part of recommendation 2. 

 

Officers advised that visits would be made to Willow Grove on a couple of days to observe the parking situation over a 3 hour period.  This would provide officers with a pattern on the parking in Willow Grove for residents and non-residents. 

 

Councillor Burrows stated that the survey was unlikely to take place until the new year and once undertaken the information would be shared with Ward Councillors and myself.  Options would then be given to residents of Willow Grove by way of a consultation and any scheme would be subject to a majority decision on the responses received.

 

RESOLVED: That the Cabinet Member:

 

1.            Discussed with petitioners and listened to their request for a waiting restriction in Willow Grove, Ruislip.

 

2.            Approved a Parking Stress Survey to be commissioned to establish the level of non-residential parking that takes place in Willow Grove, Ruislip. The results to be reported back to Ward Councillors and the Cabinet Member for further consideration.

 

 

 

24.

Objection to planned implementation of modifications to a parking permit scheme in Princes Way, South Ruislip pdf icon PDF 532 KB

Minutes:

Concerns and suggestions from petitioners included the following:

 

·         If implemented the scheme would provide dedicated parking to residents in Princes Way.

·         Residents on Victoria were unable to park on Victoria Road nor allowed a dropped kerb to provide off street parking.

·         The slip road to the garages was on many occasions flooded but even with access there would still be an issue as the slip road was for access and not for general parking.

·         Residents of Victoria Road had been notified of the original plan but had not been consulted on the amended scheme to be implemented.

·         The petition objecting to the scheme to be implemented had been signed by residents in other adjoining roads as well as Victoria Road, as the proposal would lead to increased parking in these roads.

·         The proposed scheme would provide 29 spaces for 12 properties, most of which had off street parking and garages.

·         Concern that residents of Victoria Road would have nowhere to park if the scheme was implemented.

·         Residents of Victoria Road would be competing for 8 parking spaces.

·         There would be a number of spaces in Princes Way not being used between 9 am and 5 pm if the scheme went ahead in its current form.

 

No Ward Councillors attended the meeting.

 

The Cabinet Member, Cllr Keith Burrows, listened to the concerns and responded to the points raised.

 

Councillor Burrows explained that the Princes Way Parking Management Scheme was ready to go live, but the Council had a legal duty to hear petitions. 

 

Councillor Burrows advised that he would be amending recommendation 3 to add 'in consultation with Ward Councillors and officers and following this if it was decided to continue with the current scheme that a review would be undertaken within 3 months of its implementation.'  The petitioners were informed that this would enable the original request and the current petition objecting to be looked at along with all the evidence provided so far.

 

In answer to a question from a petitioner Councillor Burrows explained that a decision to implement the scheme in Princes Way was as the result of a petition.  The processes for the scheme's implementation had been followed and a decision made for the scheme to go ahead. 

 

Councillor Burrows re-iterated that the amended recommendation would require that if the scheme was implemented a review would be undertaken after 3 months. Temporary parking permits would not be issued to residents in Victoria Road during this period but following the review a report would be made to the Ward Councillors and myself with a final decision being made at this point.    

Officers were asked to provide a response to the lead petitioner on the question raised as to why residents in Victoria Road had been excluded from the consultation on the amended scheme.

 

That the Cabinet Member:

 

1.            Discussed with petitioners their objections to the implementation of a residents' permit parking scheme in Princes Way, South Ruislip.

Resident request for a zebra crossing on Victoria Road, South Ruislip between Spider Park and the Open Space opposite pdf icon PDF 303 KB

Minutes:

Concerns and suggestions from petitioners included the following:

 

·         Victoria Road had been transformed from a suburban road to a busy through road.

·         There had been an increase in traffic noise and pollution.

·         There were two pelican crossings on Victoria Road but were not close enough that was useful to those using the Spider Park.

·         There was an island refuge, which provided a haven for pedestrians but it was felt to be in the wrong place.

·         There were two bus stops in this location that was used by a lot or residents.

·         There were 2 schools in the vicinity and children cross Victoria Road to access the Spider Park.

·         If a crossing was installed it would give people more time to cross and give a bit more respect to pedestrians.

·         There had been two fatalities in the area in the last 10 years. 

·         The request for a zebra crossing was supported by the South Ruislip Residents Association.

 

A Ward Councillor attended the meeting and raised concerns as follows:-

 

·         Supported the petitioners request for a zebra crossing.

·         The island refuge was located in the wrong place.

·         This part of Victoria Road was used by a lot of residents using the open space.

·         Amazed that a request for a zebra crossing in this location had not been requested previously.

 

The Cabinet Member, Cllr Keith Burrows, listened to the concerns and responded to the points raised.

 

Councillor Burrows advised the petitioners that he was going to re-order the recommendations set out in the report and add an addition recommendation to instruct officers to carry out a pedestrian count at a requested location at various times of the day.

 

Resolved - That the Cabinet Member:

 

1.         Discussed and considered the petitioners request for a new pedestrian crossing on Victoria Road, Ruislip.

 

2.         Asked officers to undertake classified traffic volume and speed survey(s) at location(s) to be agreed with the petitioners and the relevant Ward Members.

 

3.         Instructed officers to carry out a pedestrian count at a location to be agreed with the lead petitioner.

4.         That subject to 2 & 3 above asked officers to add the petitioners’ request to the Council’s Road Safety Programme for further investigation.
