It was confirmed that a late submission from the Premises Licence Holder had been accepted as admissible, and had been circulated to all parties prior to the hearing.

Application for a Review of a Premises Licence: The 3 Steps, High Street, Cowley, UB8 2DX

Minutes:

This item was declared as exempt from publication as it involves the disclosure of information in accordance with Section 100(A) and paragraph 7 of Part 1 of Schedule 12 (A) to the Local Government Act 1972 (as amended), in that the report contains information relating to any action taken or to be taken in connection with the prevention, investigation or prosecution of crime and that the public interest in withholding the information outweighs the public interest in disclosing it.

 

The Decision:

 

The Sub-Committee listened to all representations and considered all the relevant evidence and the submissions made by all of the parties, both orally and in writing, and in doing so took into account the:

 

           Licensing Objectives, Licensing Act 2003;

           Hillingdon's Licensing Policy and;

           Guidance issued by the Secretary of State and in particular, the Steps to Promote the Licensing Objectives (Paragraphs 8.41 – 8.49), Determining actions that are appropriate for the promotion of the licensing objectives (Paragraphs 9.42-9.44) and Reviews Arising in Connection with Crime (Paragraph 11.27).

 

In reaching its decision, the Sub-Committee carefully considered the evidence and the range of powers available to it and resolved to:

 

1.         Remove the Designated Premises Supervisor

2.         Modify the conditions of the premises licence

3.         Suspend the licence for a period of 3 months
